Today, May 14th 2026, Quali announced full Sovereign AI infrastructure support in Torque. Sovereign AI is not a cloud region. It is not a data residency checkbox. It is documented proof that every AI workload in your organization runs under defined policy, within defined boundaries, governed by a control plane your organization owns and operates.

Torque delivers exactly that  the operational foundation regulated enterprises and government organizations need to enforce governance, policy, and infrastructure control across on-premises, cloud, and hybrid environments. This is not a roadmap item. These capabilities are in production today.

With the EU AI Act moving toward full enforcement in August 2026 and 71% of global executives now classifying Sovereign AI as a strategic imperative, the pressure to move from ambition to operational reality has never been greater. McKinsey estimates that sovereignty requirements will influence 30 to 40% of global AI spending by 2030. Torque is already there.

  • Self-hosted, infrastructure-agnostic control plane: Torque operates entirely within the customer’s own infrastructure,  on-premises, private cloud, sovereign cloud region, or hybrid,  without requiring operational telemetry or data to leave the customer’s control. The same governance model applies regardless of the underlying hardware or cloud provider, giving enterprises a consistent sovereign operational posture across their entire AI estate.
  • Policy-as-code enforcement: Torque’s OPA-based policy engine ensures that every AI workload deployment, model serving, fine-tuning, agent orchestration, is governed programmatically. Data residency boundaries, access controls, and compliance requirements are enforced at the infrastructure layer, not assumed at the application layer.
  • Audit-ready environment lifecycle: Every AI environment Torque provisions is versioned, auditable, and reproducible from blueprint. Deployment history, access records, and teardown events are captured automatically,  giving compliance and security teams the operational record that regulated environments require.
  • Production-ready across regulated enterprise and government deployments: Torque’s sovereign AI capabilities are not a roadmap item. They are in production today, across regulated enterprise and government customers who require documented proof of governance before AI workloads can be authorized to run.
